Our Mission:ICCPG is an academic institution in the field of criminal policy and human rights, developing processes of investigation, Training, Advisory and Divulging to contribute to the construction of a movement of ideas and actions to influence: The enforcement of the democratic State or right and the effective protection of human rights The decrease of state and social violence through the promotion of alternative methods of resolution of conflicts and the recognition of the juridical pluralism in Guatemala. The stregthening of the agencies that administer justice. The stregthening of civil society's participation in the construction of a democratic criminal policy. Strategic Lines of Interventiona) Social VulnerabilityTo support those sectors of our society that are victims of the penal system due to conditions of marginalization which allow arbitrariness and violations to their human rights, or because traditionally they have been excluded from the protection of the judicial system. The programs oriented to achieve this purpose are: Persons deprived of freedom and human rights. Chilhood and Violence Abolition of the death penalty and human rights b) Structural transformation of the Justice System ObjetiveTo influence agencies in the justice system througth the development of legislative policy proposal oriented towards the administration of justice, through the relalizationof the following programs: Penal Justice an Alternative Resolution of Conflicts Efficacy and Transparence The ICCPG DeparmentsInvestigationThe constitutes the medullar action of our work. We identify problems in the justice system that are an obstacleto its adequate performance in the context of human rights, and subsequent to analysis of those situations, we articulate viable, validated and scientific proposals to the implementation of the desired changes. TrainingAs a component of our work, educative processes are carried out amongst the various actorsin the judicial system. This training provides them with knowledge and specific tools that lead to cultural changes and dynamism, to the judicial performance, complementing the efforts of the Academia in those aspects that are important to better the situation of those most vulnerable whitin the justice system. LobbyingThe purpose is to influence the public criminal policies and articulate proposal for change, which are normally validated amongst other civil society organizations to increase its political force and viability. DivulgingThe publishing and divulging of investigative material produced by the organization, and the elaboration of projects are endeavorsof this unit. Its coordinates directly with persons in charge of the investigative activities for an acurate production of the diverse institutional production. In the same manner, the elaboration of projects in accordance to the demands of the agencies invloved. The regular and programmatic editions of ICCPG are permanently disposed in its web site and are available for anyone interested. The library of the institute is accessible to the various sectors and actors interested, and permanently assists justice functionaires, litigating lawyers, professors and students, investigators of their fields and workers of the organization. It holds 2,073 books; 2.640 documents and videos; 5,440 articles from specialized magazines. ICCPG produces the bi-annual magazine Revista Centroamericana Justicai Penal y sociedad, as a forum that integrates the Judicial Reform efforts carried out in Central America, with the participation of jurists from the region and other relevant contributors. Another regular bi - montly publication is El Observador Judicial, which includes actual discourse, analysis and proposal related to current situations in the judicial aspects involving our work. AdministrationThis deparment functions in accordance whith procedures established in consensus whith directive instances of the organization, using actual accounting system for the build management of resource and effective allocation of services to the personnel for the development of actions in the organization. The deparment also performs comprehensive large scale institutional audits per year and per project. The deparment makes use of data recording procedures in the order to facilitate the agile information and satisfy internal policies of accountability and requeriments of cooperative agencies. To contribute to the transformation of our criminal policy into one that is inclusive, democratic and respectful of human rights, is our institutional priority in all programs developed, making of the organizational practices a motivating element for change among the diferent sectors in the judicial system and civil society in which it intervenes. ICCPG addresses the gender issue through investigations about the situations of the women in conflict whith the penal law, and as victims, with the purpose of elaborating proposal oriented to better their condition and the full observance of their human rights.
